The Environmental Noise Advisory Council advised the Department on environmental noise standards and sound level limits. The Council began in 1973 as the Noise Pollution Control Advisory Council (Chapter 709, Acts of 1973). It was renamed the Environmental Noise Advisory Council in 1974 (Chapter 287, Acts of 1974). Formerly under the Department of Health and Mental Hygiene, the Council became part of the Department of the Environment in 1987 (Chapter 306, Acts of 1987). After being inactive for nearly a decade, the Council was re-activated in December 2000 to address needed changes in regulations governing noise pollution. Due to funding cuts, the Council last met in May 2005.
Eleven members comprised the Council. Nine were appointed by the Secretary of the Environment for five-year terms. Two ex officio members include one senator named by the Senate President, and one delegate chosen by the House Speaker (Code Environment Article, secs. 3-201 through 3-205).

In 1974, the Interagency Noise Control Committee was created under the Department of Health and Mental Hygiene (Chapter 287, Acts of 1974). The Committee transferred to the Department of the Environment in 1987 (Chapter 306, Acts of 1987). Although inactive for most of the 1990s, the Committee resumed meeting from 2000 to May 2005.
From those State agencies responsible for developing, adopting, or enforcing any noise control rule or regulation, the Committee received reports. It reviewed State noise control rules and regulations; evaluated existing efforts to comply with standards; and recommended new or revised noise control rules, regulations, or legislation.
The Committee consisted of a member of the Governor's executive staff, appointed by the Governor; and representatives from the following executive departments, appointed by their respective secretaries: Business and Economic Development; Environment; Health and Mental Hygiene; Labor, Licensing, and Regulation; Natural Resources; Planning; and Transportation. The member appointed by the Secretary of the Environment served as chair (Code Environment Article, secs. 3-301 through 3-304).
