In Feb. 2005, the Secretary of Transportation created the Baltimore/Washington International (BWI) Airport Governance Study Group. The Study Group was charged with analyzing whether the airport's current governance structure is the most efficient. The Study Group submitted its recommendations to the Secretary in Nov. 2005.

In December 2004, the Secretary of Transportation initiated the Task Force on Traffic Capacity Across the Chesapeake Bay. The Task Force examined every possible option for reducing traffic congestion on the Bay Bridge, which is projected to increase by 40 percent over the next twenty years.
The Task Force reported its recommendations to the Secretary in July 2006.
