The Corporation invests in very early stage companies to encourage the transfer of technology and administers the Maryland Technology Incubator Program. During the start-up phase, the Program provides newly formed companies with office space, business services, technical assistance, and other resources, such as conference rooms and Internet access (Chapters 597 & 598, Acts of 2001).

BOARD OF DIRECTORS
Governing the Corporation is the Board of Directors which consists of fifteen members. Fourteen members are appointed to four-year terms by the Governor with Senate advice and consent. One member serves ex officio (Code 1957, Art. 83A, secs. 5-2A-01 through 5-2A-04).
MARYLAND STEM CELL RESEARCH COMMISSION
The Maryland Stem Cell Research Commission was established in 2006 as an independent
entity within the Maryland Technology Development Corporation (Chapter 19, Acts of 2006). The Commission is to develop regulations to ensure that stem cell research, financed by the Maryland Stem Cell Research Fund, complies with State law. In addition, the Commission will establish guidelines, criteria, and procedures for the review, evaluation, and award of grants and loans from the Fund (Code 1957, Art. 83A, secs. 5-2B-01 through 5-2B-13).Maryland Constitutional Offices & Agencies
