The Department of Budget and Management convened the Task Force on Child Welfare System Accountability in October 2003 as requested by the General Assembly. The Task Force is to evaluate the Maryland child welfare system.
The Task Force worked on a method by which to estimate reported and unreported child abuse and neglect, and performance measures and qualitative assessment tools for individual cases. The Task Force also determined best practices, and measurements of child outcomes and analyzed how available data can be best collected to measure these outcomes. In addition, the Task Force examined how the State can most effectively secure federal funds with which to improve a child’s safety, permanency, and well-being.
On December 1, 2004, the Task Force submitted its report to the Senate Budget and Taxation Committee and the House Appropriations Committee.
