In July 2004, the Maryland State Drug and Alcohol Abuse Council was authorized by the Governor (Executive Order 01.01.2004.42). To ensure that available resources are used most effectively, the Council will develop a comprehensive plan for drug and alcohol abuse prevention, intervention, and treatment. The Council will collaborate with and advise local drug and alcohol abuse councils, and coordinate with the Governor's Grants Office to identify all available funding sources.
In September 2005, the Council submitted its two-year Plan to the Governor that establishes priorities and strategies to deliver and fund drug and alcohol abuse prevention, intervention, and treatment services.
Of the Council's nineteen voting members, nine are appointed by the Governor, one each by the Senate President and House Speaker, and eight serve ex officio.
Appointed by Maryland State Drug & Alcohol Abuse Council: Laurel (Lori) Albin; Lori A. Brewster; Adam Brickner; Terry T. Brown; Thomas P. Cargiulo, Pharm. D.; Candace S. Cason; Joy Gill; George R. Hardinger; Peter F. Luongo, Ph.D.; Betty M. Malkus, Ph.D.; Frances B. Phillips, R.N.; Simon G. Powell; Kathleen Rebbert-Franklin; Judith S. Sachwald; Joshua M. Sharfstein, M.D.; David A. Treasure; Karen Winkowski; Carol B. Wise.
In 2006, the General Assembly requested that the Maryland State Drug and Alcohol Abuse Council develop a formula for allocating all prevention and treatment funds distributed by the Council to local jurisdictions. Formed in 2006, the Workgroup is charged with creating an implementation timeline, so that all funds are distributed according to the formula by Fiscal Year 2010.
